California Pipeline Emergency Response Initiative

The CAL FIRE – Office of the State Fire Marshal (OSFM) Pipeline Safety Division and the National Association of State Fire Marshals (NASFM) are proud to be working together to help train first responders and others on how to safety and effectively respond to and mitigate pipeline related incidents.

Using the 3rd edition of its nationally acclaimed Pipeline Emergencies Training Curriculum, in conjunction with local expertise from the CAL Fire OPS, NASFM is offering classes throughout the state on pipeline safety and response. Classes range from a beginning awareness level training to an intermediate operations level, technician level and even train the trainers. The classes are being taught to first responders, at their location and when they need them, FREE OF CHARGE. Regardless of if the class is during the day, or if it needs to be done nights or weekends, we will bring the training to you.  The intent of the PERI program is training when and where the response community needs it.

About the Pipeline Emergencies Curriculum

Pipeline Emergencies offers a comprehensive, integrated emergency response training program designed to teach emergency responders and pipeline industry personnel to safely respond and effectively manage pipeline incidents.

Pipeline Emergencies will produce significant safety results in terms of industry, public safety and improved emergency response tactics. It is based upon nationally recognized engineering practices, recommended operating procedures, and training programs.

The Program includes a textbook, DVD and facilitator's guide with interactive pipeline training scenarios. This is the third edition of the program which was completely updated and released in January of 2017.  Also, in 2017, the field education (IE classroom) component of the program underwent a third major content review and update to keep the content current given recent issues and events, yet still maintaining its balance with NFPA 472 and 1072.   

As the demand for energy continues to grow, so too will the need for pipelines.  While pipelines may become a controversial issue, this should not keep responders from training on this high-risk, low frequency event.  The scenarios included in the program are designed to cover a wide range of potential incidents, while allowing responders to work through them using the resources available to them, thus allowing them the tools they need for their individual toolbox should such an event occur in or near their jurisdiction.

The textbook now includes the Carbon Dioxide (CO 2) Emergency Response Tactical Guidance Document: Guidelines for Preparedness and Initial Response to a Pipeline Release of Carbon Dioxide (CO 2)!



Pipeline Emergency RESPONDERS' Initiative (PERI) Overview

Improving communication between emergency responders and pipeline operators nationwide is an important component of pipeline safety.  The PERI was conceived as a way to strengthen relationships among the various stakeholders involved with pipeline safety and emergency response, as well as to spur the development and implementation of enhanced pipeline emergency response training.
