Eligibility: Staff members from State Fire Marshal offices who have been appointed by the State Fire Marshal to assist with NASFM issues. Associate members are non-voting members.

Principle Member Benefit:  President Desrochers and the Board of Directors are proud to host this monthly opportunity for principal, associate, and life members to come together in a virtual environment to exchange educational and situational information.

Each month will consist of an educational presentation of interest and followed by an open discussion by any attendee. The calls are kept under a strict 60 minutes of duration.

International Code Council - Fire Service Membership Council

Attention: Fire Service Membership Council Governing Committee and other interested parties, On behalf of Dwayne Garriss, Chair and Gus Sirakis, Vice Chair of the ICC G7-202x Guideline Development Committee (GDC) please see the Existing Building Assessment Guideline Public Comment Draft linked (scroll to middle of page) and attached. The GDC, seated following the Surfside Condominium collapse in Florida, has developed a comprehensive guideline for the assessment of existing buildings.  The guideline includes structural, envelope, life safety/means of egress, passive and active fire protection, electrical, plumbing, mechanical and fuel gas provisions along with timing of periodic and other assessments, identification, and notifications of areas of concerns, unsafe, and dangerous conditions. The full GDC member roster can be found here.

The Public Comment draft was issued on Tuesday, March 12th and closes on Friday, April 12th.  Please submit comments on the Public Comment Draft by email directly to GDC Staff Liaison, Kevin McOsker at: kmcosker@iccsafe.org .

Introducing a New NASFM Partner.....

Many of us are already familiar with the DHS, Cybersecurity and Infrastructure Security Agency (CISA). But may not be as familiar with their Office for Bombing Prevention. The office is currently focusing on the "Bomb Making Materials Awareness Program" (BMAP) which directly relates to public safety organizations and retailers across the country. The BMAP team works on a regular basis with the public safety and corporate sectors to prevent malicious actors from acquiring bomb making materials for nefarious uses. BMAP currently has some established partnerships with State Fire Marshal offices with this endeavor.

Michael Knight, a Bombing Prevention Specialist with the CISA is our contact and will be joining us on our monthly call for March and at our Symposium. Michael is a friend to many SFMs already and you may remember him when served with the ATF in Nashville. Michael is looking to establish potential partnerships with the NASFM. 

Attached is a sample of the products that are provided to the retail sector during the business point of sale outreach. This is an awareness campaign which is no cost to the public and private sectors.  The BMAP team currently travels around the country to conduct point of sale outreaches to business is such sectors as hardware, pool/beauty supply and pharmacies. There are over 200,000 businesses nationwide that sell items that potentially can be turned into bomb making materials and the purpose of these visits is to provide the information on these products as well as suspicious behaviors associated with individuals that may cause an explosive/fire related incident.

Thermal Fuses: Reducing the Impact of Home Oxygen Fires

I wanted to share with you these four most important documents from IAFC. If someone is speaking on behalf of the HOT working group in a “one voice approach.” We are going to using these documents during our visits in April with legislative folks to get CMS to adopt this as a reimbursable item.

  1. The sample Iowa memo to show how they approved Medicaid reimbursement of thermal fuses. 
  2. This is a public presentation document a person could hand out to people who know nothing about HOT fires.
  3. This is really a great one pager from the equipment providers to show how DME and HME providers work in the US.
  4. This is a list of the most critical data, evidence, and ask for our meetings at Washington, DC so our members can speak intelligently on the topic.

988: A Shared Opportunity with Emergency

First Responders

The Suicide and Crisis Lifeline988, has existed for a year, communities around the country are still determining how this national hotline works alongside existing first responders and crisis responses.

NASFM was represented by NASFM Deputy Chief Gary West. The purpose was to develop a vision for how first responders can support the effective operation of 988 and broader crisis continuum.

Discussions included how effective collaborations with first responders in coordination with 988 were going and to learn about any barriers to achieve 988’s potential with respect to crisis system transformation. Topics regarding 988's implementation, including triaging calls and coordinating appropriate responses, ensuring equitable access to crisis services, and building trust in diverse communities, and ways that states (SFMOs) are supporting local implementation efforts. For additional information, contact Gary West

NASFM Position in Opposition of Single-Exit Stairway in Multifamily Structures

The National Association of State Fire Marshals (NASFM) has been made aware of efforts in some local and state jurisdictions where consideration is allowing a single means of egress in multifamily buildings that are currently required by code to be provided with more than one means of egress. NASFM is very concerned that allowing multifamily structures to be constructed with certain exemptions or modifications contrary to decades of research and investigation validating the need for multiple exits will jeopardize safety.  More concerning is legislating and reducing known critical life saving features by circumventing the national code development consensus process. The national code development process provides for equal, non-biased dialogue between all stakeholders to find consensus. Bypassing the code development process jeopardizes life safety of the public, building occupants and first responders. See more at the link below...

The Tennessee State Fire Marshal's Office team delivered the 300,000th smoke alarm distributed through our "Get Alarmed, Tennessee!" recently to our partners at the Cookeville Fire Department! Let's go behind the numbers! 

Since 2012, 485 saves by smoke alarms installed by fire departments and volunteers have been documented. (A save is where we've confirmed that a Get Alarmed, TN! smoke alarm alerted a resident to a fire and they were able to safely exit the structure.)

Cookeville FD has installed 1,637 smoke alarms. Way to go! Of the 485 recognized saves for the program, nine have been in Putnam County. On average, the Get Alarmed program has a save around every 8.5 days. On average, for every 522 alarms installed through Get Alarmed, a life is saved.

Dear Arson Dog Handlers,

We are excited to announce the launch of a new non-profit organization called International Fire Dogs (IFD). Our mission is to continue the commitment that State Farm once had in funding the Arson Dog program.

At International Fire Dogs, we aim to support both parts of the program, including the training of new dogs and handlers as well as the yearly recertification process. We understand the importance of maintaining the skills and training of these valuable K9 partners, and we are dedicated to ensuring that they are always at the top of their game. The IFD’s partnership with expert trainer Paul Gallagher through Maine Specialty Dogs is key to continuing this high level of training.  Maine Specialty Dogs and its experienced staff are essential.

We are proud to announce that we have already secured funding for recertification's through 2025, and we are actively seeking additional support to continue this important work. Keep a lookout for our social media and website as this will be live within the month. Our goal is to provide a seamless transition for all current arson dog handlers and to support the growth of the program for years to come.

The IFD team is beyond excited to be part of a program that has such a rich history of fighting the crime of arson throughout our communities. We believe that arson dogs play a crucial role in fire investigation and prevention, and we are committed to supporting you in your important work.  We expect nothing but success working with every one of you. The IFD is a new program with big paws to fill and we are interested in your ideas and feedback to ensure the success of the program. One Team-One Fight.

The theme this year is: 

Protecting Houses of Worship – Fire as a Weapon.

The USFA is promoting a webinar with the Cybersecurity and Infrastructure Security Agency (CISA) will provide a briefing on the use of Fire as a Weapon and Protecting Houses of Worship. The briefing will include a historical review of attacks on houses of worship using fire as the weapon; a threat and intelligence review of current threat actors, targets, and trends; and a discussion on preventing, protecting, mitigating, and response and recovery of houses of worship. A question and answer session will follow the briefings.

This is the first time to bring CISA representation to Arson Awareness Week, making them another great addition to the collaborative effort for this annual event.

The data base is coming along well, we are still looking for states to participate.  Our 2023 Annual report will be completed in the next couple of months with lots of data. We can back date anyone interested and start you off today.
